Louise Riddell Babb, 88

    Louise Riddell Babb, age 88, of Winchester, Kentucky, passed away Sunday, July 31, 2016, at the Clark Regional Medical Center, following a short illness.
    She was born October 8, 1927, in Estill County, a daughter of the late James and Faye Kirby Riddell. She was a homemaker and had lived in Clark County most of her life. She was a member of the Lighthouse Church of God.
    Mrs. Babb was preceded in death by her husband, Berlon Babb.
    She is survived by a son, Harold D. Babb, Winchester; a brother, Cornell Riddell, Estill County; six grandchildren and seven great grandchildren.
    She was preceded in death by a son, Archie W. Babb; five siblings: Hazel Dixon, Scottie Neal, Kenneth Riddell, Russell Riddell, and Elmer Riddell.
    Funeral services will be conducted Wednesday, August 3rd at 1:00 p.m. at the Warren F. Toler Funeral Home Chapel with burial following in the West Irvine Cemetery. Friends called between 6 and 9 p.m., Tuesday, August 2nd at the funeral home.
    Pallbearers will be Clayton Babb, Colburn Babb, Clint Babb, James Evans and Wayne Babb.

Violet Elmer Fowler, 89

    Violet Elmer Fowler, age 89, of Jakes Heavenly Highway in Irvine, Kentucky, passed away Thursday, July 28, 2016, at the Irvine Nursing & Rehabilitation Center following a long illness.
    She was born July 17, 1927 in Estill County and was the daughter of the late Hume and Anna Mae Flynn Fox. She was a homemaker and had lived in Estill County all of her life.
    Mrs. Fowler was preceded in death by her husband, Romo Fowler.
    She is survived by one stepson, David Durbin, Irvine; loving companion, Arthur W. Fowler, Irvine; and several nieces and nephews.
    She was preceded in death by one sister, Lona; and two brothers, Manuel and Otis.
    Funeral services were conducted Monday, August 1st at 1 p.m. at the Warren F. Toler Funeral Home Chapel by Bro. Sam Miller. Burial was at the Sparks Cemetery. Friends called after 11 a.m., Monday, at the funeral home.
    Pallbearers were Glendle Flynn, Lamon Flynn, Clay Flynn, Aubrey Miller, Nathan Arvin, Frank Flynn and Gerald Flynn.

Sandra Kay Parsons Cox, 66

    Sandra Kay Parsons Cox, 66, wife of Darrel Cox, passed away Friday, July 29, 2016 at the Marcum Wallace Hospital in Irvine, Kentucky.
    She was a native of Estill County, born September 29, 1949, a daughter of the late Leonard and Ruby Sparks Parsons. She was a homemaker that enjoyed animals, flowers, birds, mushroom hunting. She was a homebody that enjoyed the simple things in life, her family, and her animal companions, PJ and Coconut.
    Mrs. Cox was preceded in death by her brother, James Daniel Parsons.
    Survivors other than her husband Darrell, include her daughters: Tammy Tipton (Randy), Trina Reffett (Scott), and Kristy Means (Tim); her grandsons: Christopher Tipton, Stephen Conrad (Kelsey), Casey Tipton, Cody Means, Tyler Conrad, and Caleb Means; and her great grandchildren: Aaliyah Nichole Tipton, Camden Shawn Tipton, Catarina Marie Hurt,and Madyson Rayne Conrad.
    There was a gathering of friends Tuesday, August 2nd from 4-7 p.m. at Lewis Funeral Home, followed by a memorial service beginning at 7 p.m.
    Grandsons served as honorary pallbearers.

Herman Riddell, 82

    Herman Riddell, age 82, of Pea Ridge Road in Irvine, Kentucky, passed away Wednesday, July 27, 2016, at the Compassionate Care Center in Richmond, following a long illness.
    He was born April 8, 1934 in Estill County and was the son of the late Victor Sr. and Mariah Neal Riddell. He was a retired Hamilton Foundry employee and a member of the Pea Ridge Holiness Church. He was a United States Marine and served during the Korean Conflict. He had lived in Estill County most of his life.
    Mr. Riddell was preceded in death by his wife, Ruth Akers Riddell.
    He is survived by one daughter, Sandra Turner (Mick), Las Vegas, Nevada; three sons: Timothy Wayne Riddell, Estill County; Donald Lee Riddell (Diane), Fayette County; and Herman Todd Riddell, Estill County; one sister, Wanda Duncan, Estill County; two brothers: Jason Riddell and Estill Riddell, both of Estill County; five grandchildren and six great grandchildren.
    He was preceded in death by two sisters: Lorene Hunt and Margaret Barrett; and three brothers: Harold, Victor Jr. and Ben Riddell.
    Funeral services were conducted Saturday, July 30th at 11 a.m. at the Warren F. Toler Funeral Home Chapel by Bro. Jerry Rose. Burial was at the Pea Ridge Cemetery. Friends called between 6 and 9 p.m., Friday, July 29th at the funeral home.
    Pallbearers were Nate Turner, Evan Riddell, Cody Riddell, Wayne Kelly, Robert Hunt, and Bobby Wayne Carroll.
    Honorary pallbearer was Jacob Hunt.

Rosalee Bailey Tipton, 82

    Rosalee Bailey Tipton, age 82, of Raintree Court in Irvine, Kentucky, passed away Tuesday, July 26, 2016, at the Marcum & Wallace Memorial Hospital following a short illness.
    She was born December 9, 1933 in Madison County and was the daughter of the late Eli and Vema Richardson Bailey. She was a homemaker and had lived in Estill County for the past 35 years.
    Mrs. Tipton is survived by her husband, Charles Marion Tipton; two sons: Charles Lee Tipton, Madison County; and Kevin Drew Tipton, Estill County; five sisters: Bonnie Robinson, Estill County; Janice Vaughn, Clark County; Eunice Ann McKinney, Estill County; Brenda Condor and Debbie Mayes, both of Clark County; one brother, Ronnie Bailey, Jefferson County; and two grandchildren: Charles Walter Tipton III and Crystal Rose Dean.
    Memorial services will be conducted at a later date.

Cynthia Fern Childers

    Cynthia Fern Childers, age 51, passed Monday, July 25, 2016 at the Compassionate Care Center in Richmond, Kentucky.
    She was born October 20, 1964, in Campton, Kentucky, a daughter to Gwen (Fox) Farmer and the late Hardy Shelton. She was a registered nurse, working in Irvine and Beattyville.
    Along with her mother, Gwen Farmer (Bill) of McKee; she is survived by one daughter, Shawneese Drake (Jonathan) of Beattyville; one son, Derek Childers (Monica) of Shelbyville; three sisters: Barbra Sue Smith, Tabitha Hobbs and Tina Turner; her former husband, Dwayne Childers of Beattyville; and many other loving family members and friends.
    She was preceded in death by her father, Hardy Shelton; and her stepmother, Rhonda Shelton.
    Visitation was held Wednesday, July 27th from 5:00 to 8:00 p.m. at the Booneville Funeral Home. Funeral services were held Thursday, July 28th at 11:00 a.m. at the funeral home with Pastor Mike Angel officiating. She was laid to rest in the Rock of Ages Cemetery, located in Beattyville.

Merle Randle Harrison, 68

    Merle Randle Harrison, 68, of Richmond, passed away Sunday, July 24, 2016 at his home.
    He was born in Estill County, Kentucky, on Feb. 12, 1948. He was a United States Army veteran and former employee of B & H Toolworks.
    Mr. Harrison was preceded in death by his father, William Jennings Harrison; his mother, Martha Jean Hackworth Smith; and a sister, Brenda Louise Harrison.
    Survivors include his wife, Gracie Ann Hayes Harrison; two brothers: William Jennings Harrison Jr. and Sammy J. Hammons (Pat); three sisters: Sue Triplette, Judy Roy (Bill) and Effie Burrus (Ronnie); and several nieces and nephews including, Lonnie Kevin Gipson, Melissa Gipson, Barbara Jean Bowlin and Katrina Baker.
    Funeral Services were conducted at 11 a.m., Wednesday, July 27th at the Combs, Parsons & Collins Funeral Home with Sammy Hammons officiating. Burial will follow in the Turpin Cemetery at Winston, Kentucky. Visitation was after 10 a.m., Wednesday, at the funeral home.

    Effie Georgia Peters, age 75, of Pryse Lane in Irvine, Kentucky, passed away Thursday, July 21, 2016, at Baptist Health Lexington following a short illness.
    She was born September 15, 1940 in Estill County and was the daughter of the late George and Elizabeth Ross Miller. She was a retired CMS employee and a member of the Mt. Carmel Christian Church. She had lived in Estill County all of her life.
    Mrs. Peters is survived by her husband, Henry Clay Peters; one son, Timothy Lynn Peters (Kimberly Ann), Estill County; one sister, Mary Joyce Warner, Estill County; two brothers: Chester Miller, Lee County; and Gerald Eugene Miller, Madison County; and two grandchildren: Hannah Elizabeth Peters and Timothy Logan Peters.
    She was preceded in death by one grandchild, Dalton Timothy Peters; six sisters: Virginia Whisman, Laura Durbin, Cora Hager, Mertle Myers, Pauline Newman and Olpha Hall; and three brothers: Floyd, Paul and Raymond Dole Miller.
    Funeral services were conducted Sunday, July 24th at 2:00 p.m. at the Warren F. Toler Funeral Home Chapel by Bro. Mark Pearson. Burial was at the West Irvine Cemetery. Friends called between 6 and 9 p.m., Saturday, July 23rd at the funeral home.

    Jeffrey S. Barnes, age 44, of Winston Road in Irvine, Kentucky, passed away Wednesday, July 20, 2016, at his home, following a long illness.
    He was born July 12, 1972, in Estill County, a son of the late Carlie John “Junior” Barnes Jr. and Mary Alice Puckett Barnes. He had lived in Estill County all of his life.
    Mr. Barnes is survived by a brother, Michael Barnes (Lesia); a sister: Cheryl Chaney (Paul); four nieces: Kristen Clark (Robbie), Carla Kissick, Laura Davis (Jeremiah) and Whitney Barnes; three nephews: Michael Barnes (Samantha), Ryan Chaney and Corey Barnes; several aunts, an uncle, and many cousins, great nieces and great nephews.
    He was preceded in death by a nephew: Daniel Rose; and several aunts, uncles and cousins.
    Funeral services were conducted Saturday,July 23rd at 1 p.m. at the Warren F. Toler Funeral Home Chapel by Bro. Terry Barnes with burial to follow in the Turpin Cemetery. Friends called after 11 a.m., Saturday, until service time, at the funeral home.
    Pallbearers were Michael Barnes, Corey Barnes, Mike Barnes, Paul Chaney, Robbie Clark and Ryan Chaney.
    The family would like to thank Kristen, Robbie, and Carla for all the time they spent with Jeffrey and all they did for him. He loved them so. We love and will always miss him very much.

Mary Carmen Conlee Cress

    Mary Carmen Conlee Cress, age 77, passed away on Monday, July 18, 2016 at the Irvine Nursing and Rehabilitation Center, Irvine, Kentucky, following a long illness.
    Born in Winchester, Kentucky, January 7, 1939, she was the daughter of late Gertrude Derickson Conlee and the late Bernard Martin Conlee. Mary Carmen was the former School Food Service Director for the Powell County Board of Education. She was a member of the Daughters of the American Revolution, former member of the Powell County Woman's Club, member of the Kentucky Retired Teachers Association and member of the Shiloh United Methodist Church.
    In addition to her parents, Mary Carmen was preceded in death by her husband, Donald Cress; one brother, Bernard Lynwood Conlee; and one sister, Desta Louise Price.
    She is survived by her two sons: Rupert "Artie" White of Richmond and Stan White of Frankfort; one sister, Diana Brandenburg of Irvine; three stepchildren: Doug Cress, Katie Cress and Quinn Atherton; five grandchildren: Lindsey White, Leslie White, Lauren White, Kelsey Carr-White, and Kaden Carr-White; two great grandchildren: Doc Silas Robinson and Lillian Piper Nichols; and six step grandchildren.
    Funeral services officiated by Rev. Jonathan Tullos and Cebert Gilbert were held on Saturday, July 23rd at 11:00 a.m. at Shiloh United Methodist Church, 2652 Campton Road, Stanton. Visitation was held on Friday, July 22nd at Hearne Funeral Home, Inc., 125 West College Avenue, Stanton, from 5:00 until 9:00 p.m.
    Interment was in Stanton Cemetery with Thomas Lynn Conlee, David Garrett, Brian Duke, Caden Carr-White, Nicholas Garrett, and Martin Brandenburg serving as active pallbearers.
    Honorary pallbearers were Nelson White, Ralph Wayne Derickson, Powell County High School Class of 1957, Arlis Martin, Paul "Pooge" White, and H.T. & Wilda Derickson.

    Millie Verne Caldwell, wife of the late Willis Charles Caldwell and daughter of the late Lloyd and Catherine Allen Smyth Caldwell was born on September 30, 1930 and departed this life on July 18, 2016 at the age of 85 years, 9 months, and 18 days. She was a loving mother, grandmother, great grandmother, and homemaker.
    Mrs. Caldwell is survived by four children: Shirley Skidmore (Millard) of Stanton, Brenda Sparks (Ricky) of Irvine, Carl Butch (good friend Michelle) and Sharon Hogan (Dewayne), both of Beattyville, Kentucky; two brothers: Lloyd Smyth Jr. (Janice) of Stanton, and Tommy Smyth (Cathy) of Dayton, Ohio; seven grandchildren, 3 great grandchildren, and a host of other relatives and friends.
    She was preceded in death by her parents; husband; a sister, Mildred Sparks; 5 brothers, William, Wallace, Paul, Allen, and Harvey Smyth.
    Funeral services were conducted at 11:00 a.m. on Friday, July 22nd at Newnam Funeral Home Chapel, 108 Center Street in Beattyville by Rev. Marvin Hobbs. Burial was at the Smyth Cemetery, Smyth Cemetery Road in Beattyville. Visitation was Thursday, July 21st, 6-9 p.m. at the funeral home.

    Barbara Jean Minix, age 58, passed away on Thursday, July 14, 2016 at her home.
    Barbara was born on November 15, 1957 and was the daughter of Ruey and Suedell Carol Allen Minix. She was a hairdresser at Great Clips in Richmond.
    Survivors include one daughter, Candina Isaacs (Donnie) of Waco; one son, Nicholas Colley (Kristin) of Lima, Ohio; four grandchildren: Tanner Minix, Hayley Sparks, Kiser Colley, and Alana Colley; one great-granddaughter, Aleigha Baker; one brother, Michael Minix; and one nephew, Zachary Minix.
    A graveside memorial service officiated by Bro. Bob Casey was held at 1:00 p.m. on Sunday, July 24, 2016 at the Bark Road Cemetery.

    James R. Townsend, age 78, passed away at his home, Friday, July 8, 2016, after a long illness.
    He was a native of Frankfort, Kentucky, born May 5, 1938, a son of the late Cassius and Linda Pitts Townsend. He was a retired mason, who enjoyed hunting, fishing, and gardening.
    Mr. Townsend was preceded in death by agrandson, Michael Townsend; and his brothers: Allen Crowe, and George Townsend.
    Survivors include his companion of 57 years, Mary F. Townsend; his sons: Cassius Townsend III, James E. Townsend (Bobbie), John Townsend (Amy), Joe Townsend, and Richard Neal; his daughters: Connie Estes (Jacob), Dorothy Walling (Henry Knight), and Jessica Townsend; his brothers: Paul Townsend, Cassius Townsend II (Nevie), and Creed Joe Townsend (Alice); his sisters: Sandra Hardy, Rethia Gooch, Mary Kirby (Edward Smith), Rhonda Gabbard, Bernice Willis, and Wanda Willis (Farrell); his grandchildren: Victoria & Logan Townsend, Melissa Townsend, Latasha Alexander, Leighann Alexander, Clayton Mays, Chris Hoover, Josh Walling, Marlena Richardson, Gloria Bingham, Lester Lee Richardson, Carly Townsend, Corey Townsend, and Ethan Townsend; and several great grandchildren, nieces and nephews.
    Services were held Monday, July 11th at 11:00 am, Lewis Funeral Home with Jason Riddell officiating. Burial followed in the Oakdale Cemetery. Friends called after 10:00 am until service time on Monday at the funeral home.
    Pallbearers were Joe, Cassius III, James, & Logan Townsend; Clayton Mays, and Chris Hoover.

William Harold Leach

    William Harold Leach, age 93, of Junction City, Kentucky, passed away Thursday, June 23, 2016 at home. He is the grandfather of Judge William "Bo" Leach of Irvine.
    Born August 8, 1922, in Yosemite, Kentucky, he was the son of the late William Noah and Anna Bell Wells Leach. He was the former Mayor of Junction City, a retired heavy equipment operator for the state department of highways and owned and operated Leach’s Grocery & Tire Store and was of the Baptist Faith. He was past master of Waco Lodge #338 and the Harvey McGuire Lodge # 209 F&AM. He served our country in the United States Army and was a World War II veteran.
    Mr. Leach was preceded in death by his sister, Ester Bogie.
    He is survived by his wife of 72 years, Iva Brown Leach; two sons: Bill Leach (Myong) of Augusta, Georgia; and Jerry Leach (Connie) of Richmond; two daughters: Mary Lawrence (Wendell) of Danville and Linda Pennington (E.C.) of Hebron; one brother, Preston Leach of Moreland; two sisters: Jean Chandler of Shepherdsville and Iva Mae Young of Harrodsburg; 12 grandchildren; 17 great grandchildren and one great, great grandson.
    A funeral service was held at 1:00 p.m., Tuesday, June 28th at W.L. Pruitt Funeral Home in Moreland by Bro. James "Monty" Lynn with burial at Hustonville Cemetery. Visitation was from 5:00-8:00 p.m., Monday, June 27th with a Masonic Service at 7:00 p.m. by Rocky Ford Lodge # 765 F&AM. Military rites were by Caswell Saufley Post 18 of the American Legion.
    Pallbearers were Eddie Lawrence, Judge William Leach, Emmett Pennington, Clay Pennington, Allen Leach and Elwood Brown.
    Honorary pallbearers were Mike Young, Wayne Pahl, Sam Buckingham, Tony Wilder, Harold McKinney, Richard Campbell and R. Finley Hendrickson.

City of Irvine Receives $500,000 Appalachian Regional Commission Grant Funding to expand and upgrade wastewater collection system

    The Appalachian Regional Commission (ARC) approved funding on Wednesday, July 27, 2016, for a $500,000 grant for the City of Irvine in Estill County. Funds will be used to expand and upgrade the city’s existing wastewater collection system to provide new sewer service for 219 households in the Wisemantown community and improve sewer service for 354 households and 86 businesses in adjacent West Irvine.
    “We are committed to helping every Kentucky community maintain a high quality water infrastructure,” said Gov. Matt Bevin. “Expanding and upgrading this system, ensures that our citizens in Estill County have access to these essential services.”
    The proposed project will include approximately 35,897 feet of sewer lines with manholes and two lift stations. Portions of the existing West Irvine infrastructure will be replaced and re-routed to a new wastewater treatment plant in Irvine. All new lines serving Wisemantown will also run to the Irvine Wastewater Treatment Plant for treatment.
